Concerns associated with the flooding and standing water are the West Nile Virus health threat and during winter months, the water can freeze on road surfaces creating dangerous conditions for pedestrians and motor vehicles. The freezing of water under road surfaces also causes heaving and cracks leading to premature pavement failure.
The lack of storm sewers and defined swales also contributed to ponding of water which backed up into basements of houses causing extensive damage. Water in residnet backyards reached 1-foot in many yards and denied them use of their property for months at a time.
