Town of Riga Water Improvement Benefit Area No.1
The Town of Riga recently undertook the construction of the Water Improvement Benefit Area No. 1, a water project to provide water service to the remaining 305 homes and businesses within the Town of Riga. As of November 16, 2011 water service has been extended to all but two homes within the Benefit Area. It is anticipated that those remaining homes will have water service available to them within the next 90 days as the remaining Contract 7 is completed. Contract 7 consists of three (3) CSX Railroad borings and approximately 3,800 linear feet of water main along Gough Road (south of the railroad tracks) and interconnections at Atridge Road and Buffalo Road near Sheridan Road.
The project schedule was accelerated by the Town Board of Riga, under the leadership of Supervisor Bob Ottley. Chatfield Engineers, P.C. provided the Design and Construction Phase Services associated with the project.
The project consisted of the installation of approximately 140,000 linear feet of water main, water services and fire protection along various roads within the Town of Riga. The project was strategically broken down into eight (8) contracts of various sizes, allowing the work to be competitively bid to achieve the lowest possible pricing while at the same time potentially spreading the work to several pipeline contractors. The installation of water mains and water services to existing residences were completed during the 2011 construction season (April to November).
The total project was estimated at $9,000,000. However, due to the competitive nature of this type of work, the concept of breaking the project into several contracts and the accelerated schedule for completion of the works, the Town of Riga residents will see a significant savings, thereby lowering the debt service on the project.
