News & Project Updates

1. Oak Orchard Lighthouse Museum:

The Oak Orchard Lighthouse Museum came about with the efforts of the Lighthouse Committee formed in 2003 to build a replica of the original 1871 structure. The project is the culmination of dozens of fund-raising projects, brain-storming sessions and grant writing.  Approvals by 10 agencies had to be secured in order to build on the east side of Oak Orchard River. By 2009 two significant grants were secured and the project went out for bids.  Chatfield Engineers, P.C. and Simbari Design Architects were hired to design the project.  Nathanial Development Corporation was eventually awarded the contract for construction.

2. Village of Albion 2007 Sanitary Sewer Project:

The Village of Albion received funding from the NYS Environmental Facilities Corporation (EFC) through the Clean Water State Revolving Fund (CWSRF). This grant and 0% loan funds has allowed for the replacement of approximately 16,000 linear feet of deteriorated sanitary sewer, sewer laterals and manholes, thereby reducing the infiltration entering the Village’s wastewater treatment facility.

This project is nearing completion significantly under budget with minimal disruption to the residents and travelling public. As part of this project, approximately 3,500 linear feet of Village roadways within the Meadowbrook Sub-Division will be completely boxed out, drainage improvements installed, water mains replaced and roadway completely re-built and paved.

Chatfield Engineers, P.C. provided the design and construction phase services including providing a Resident Project Representative throughout the construction duration.

3. Village of Brockport Main Street:

Sanitary Sewer and Water Main Replacement Project

As the Village of Brockport prepares for the re-construction of Main Street through the Village, the first phase of improvements are nearing completion. The infrastructure improvements included replacement of approximately 7,000 linear feet of sanitary sewer, replacement of sanitary sewer laterals, replacement of manholes, cleaning and lining of existing water mains along Main Street and completing water system improvements to increase system reliability and improve hydraulic conditions.

Although Main Street through the Village of Brockport is one of the most heavily travelled roadways in the western part of Monroe County, the contractor on the Project, Villager Construction completed their work in a timely fashion with minimal disruption of traffic and minimal impact to the businesses along the path of construction. Chatfield Engineers, P.C. Resident Inspection Staff coordinated the onsite activities and provided daily updates and schedule changes to the representatives of the business community.

4. Stimulus Funding:

Chatfield Engineers, P.C. recently completed the Design and Bidding Phase for three projects that received 100% grant “Stimulus Funding” through the American Recovery and Reinvestment Act (ARRA) of 2009. The project funding is being administered through the NYS Office of Community Renewal (OCR) and carries with it several key milestones; namely the projects needed to be designed, bid and contracts awarded within 120 days of each community receiving their “Contracts” form the OCR. Each project’s designs were carefully completed within the required timeframes, each project’s bids received were “under the Project budgets”, and contracts have been executed by each of the respective communities and contractors.

The next milestone is to have each project completed by August 27, 2011. Construction has begun on each project and are briefly described as follows:

  • Village of Barker Phase 1 Water System Improvements consist of replacing approximately 7,500 linear feet of deteriorated small diameter water main with 8-12 inch diameter, replacement of water services, installation of new fire hydrants and gate valves, and restoration of surfaces, all within the confines of the Village of Barker.

  • Village of Corfu Drainage Improvement Project consists of installing approximately 7,000 linear feet of 12-24” diameter smooth interior corrugated polyethylene pipe, catch basins, drainage inlets, and miscellaneous drainage improvements to Murder Creek and Goose Neck Creek. These improvements are located through many back yards and required the preparation of over 70 temporary and permanent easements by Chatfield Engineers, P.C..

  • Village of Delevan Phase 1 Water System Improvements consist of construction of a Bag Filter Water Treatment Plant, water spring system improvements and the installation of nearly 400 individual water meters.

5. Town of Shelby Bates Road Re-Construction:

The Town of Shelby is home to one of the first ethanol generation facilities in Upstate New York. Bates Road was previously a sub-standard two lane road with heavy truck traffic. With the anticipation of the increased truck traffic from the new ethanol and the existing nearby industries and businesses, the Town of Shelby enlisted the services of Chatfield Engineers, P.C. to provide the Design and Construction Phase Services to re-configure the intersection of Bates Road at NYS Route 31A, relocate an existing water meter pit, and box out and re-construct approximately 1,700 linear feet of roadway.

This Project was successfully completed by close coordination of the project by Chatfield Engineers, the efforts by Keeler Construction, Inc. and the diligence of the Town of Shelby and the Orleans Economic Development Administration (OEDA) who assisted in securing project funds from numerous funding agencies.

6. Town of Hector Water Project:

The Town of Hector Water Improvement Project simply began as a project to address the town’s well supply which was determined to be “Groundwater Under Surface Influence (GWUSI)”. As numerous options and alternatives were considered by Chatfield Engineers, P.C., the Town of Hector realized many additional residents would like to receive public water, therefore the Water District was expanded. The Project ultimately included the construction of a membrane filtration water treatment plant, booster pump stations, construction of two (2) post tensioned concrete water storage tanks, and approximately 38,000 linear feet of water main.

This project utilized a significant amount of high density polyethylene (HDPE) pipe for the water main installation. In addition, Tom Ruda, Water System Operator (retired) completed a significant amount of onsite assistance to help save construction costs.
